The airport does not set the policy – each airline does. You can check on the website of your airline to find their specific policy. For some airlines, you’re allowed one carry on plus one personal item. In that case, the laptop bag could be your personal item. Other airlines hae a strict one item policy, in that case, you could only take on the laptop and would need to check anything else.

Most of the green in this bag is internal: batting had a previous life as a Winnie the Pooh blanket. The lining came from the thrift store. The zipper was on another bag. And the strap, a different bag.
